Waste Transboundary Movement Management and Response Project

The results of this project include: (1) the improvement of implementation of wastes transboundary management, (2) overseas visit of export wastes processing, and (3) the participation of conferences related to the Basel Convention on the Control of Transboundary Movement of Hazardous Wastes and their Disposal. 1.The improvement of implementation of wastes transboundary management and regulatory advocacy (1)To practically implement the wastes transboundary management, information on the financial guarantee, liability insurance accounting of wastes import/export, and domestic transportation and disposal fees was collected. A public forum was held to solicit opinions from business operators. All inputs were used to draft a financial guarantee and insurance accounting formula. (2)To propose supporting measures for the Resource Recycling Act (draft); and to research and revise the industrial wastes import/output regulations. The work force held three regulation seminars, assisted reviewing twenty-seven hazardous waste import/export cases, and updated information on the Basel Convention promotion website. 2.On-site visit of the status of wastes exported from Taiwan in previous years (1)To make sure exported wastes from Taiwan were properly disposed, four experts visited the disposal process of eight disposal /recycling institutions, and visited six environmental agencies in Japan. Information on the Japanese waste disposal processes and Japanese environmental regulations were collected and analyzed. (2)The expert team analyzed the overseas disposal data collected during previous on-site visit, and proposed the role Taiwan can play in the Asia-pacific region in the circular resource management context. The team also projected the trend of circular resource management, and suggested the response measures for Taiwan government. 3.The participation of international conference of Basel Convention on the Control of Transboundary Movement of Hazardous wastes and their Disposal, and related conferences (1)During the participation of Basel Convention on the Control of Transboundary Movement of Hazardous wastes (COP 11) and their Disposal partnership program the Taiwan delegates presented the experience of electronic waste management in Taiwan. The PACE connection was also reinforced and updated. The project team also participate in the twelfth SWAPI and the eighth international conference on waste management and technology. (2)The project team proposed that Taiwan should develop its arterial and intravenous industrial chain based on environmental protection to achieve a sustainable social development.
